- Main point: Dyer’s Central Park Commons is the first project to use South Shore Transit Development District financing after an RDA deal that routes tax growth to the town.
- What this means: About 70 acres near the Munster/Dyer station are lined up for grocery, hotel, townhomes, and senior housing — with Dyer’s commitment at $23 million and overall build ~$243 million.
- What to watch: Opening and leasing dates still aren’t fully calendared in the public RDA package.
DYER, Ind. — Central Park Commons is the first project to use Transit Development District financing tied to the South Shore Line’s West Lake Corridor. The Northwest Indiana Regional Development Authority approved a revenue-sharing deal with Dyer on Sept. 2, The Times of Northwest Indiana and the RDA reported. Storms delayed the board meeting. GreatNews.Life covered the package Sept. 8.

How the money moves
The RDA will collect growth in commercial property tax inside the Dyer TDD and turn all of it over to Dyer. At least 90% must go toward debt on Central Park Commons, the Times reported.
“The Town of Dyer is pleased with the RDA’s Resolution that directs TDD Tax Increment funds back to the repayment of the bonds for the Central Park Commons Project,” Town Manager David Hein said in the RDA release. “This represents the true spirit of the creation of the Transit Development District.”
RDA Director of Communications Dave Wellman called the package “exactly the kind of thing we were hoping for when we established the Transit Development Districts” and “the largest investment that has been made in a TDD.”
The same meeting created the $10 million Credit Enhancement Fund for other Lake and Porter TDD projects. Tools can include mezzanine debt, loan-loss or debt-service reserves, and predevelopment support, RDA materials said.
Central Park Commons follows earlier South Shore–linked projects such as Hammond’s Banc conversion and Michigan City’s Franklin Tower. Region News Source’s Sept. 13 homepage had no matching Dyer TDD feature at draft time.
Opening and leasing dates are not fully calendared in the public RDA package. Region N3 will update when those dates are announced.
